You've got to be kidding. The Russians wanted to go further on disarmament... and they wanted to destroy the disassembled warheads (instead of merely stacking them up in storage where they can be brought out any time).

As far as the threat of terrorists getting their hands on a warhead, experts say it might be safer to leave them on top of their missiles - where at least, the Russian Army would be guarding them.

And, if you think that a phony-baloney 'tax cut' (which has only been 2% implemented so far... since most of it is rear-loaded) is responsible for our current 'stellar' economy... well, I hope you enjoy your delusional state-of-mind.

Just don't forget that the much higher interest rates the entire economy will be paying in the future (as Treasury debt issued to finance the rising deficits crowds out the private markets) will LOWER long-term economic performance MORE than tax cuts (not tied to investments) for the richest 2% of the population could ever raise it.
