Another poorly written article. IT spending went from 10% to over 50% of capitial expenditures and analysts expect it to settle at 45%. Why did it go up so much and why will it settle so much closer to the top than the bottom?

Since the percentages are of capital expenditures, it would be useful to get estimates of expected capital expenditures and some rationale for the numbers.
As it currently stands, the article is completely useless to me!
