I don't think you'll find me disagreeing with you either..

The powerful protect one another, and getting "kicked upstairs" is certainly not uncommon in ANY institution, government or commercial.

They give them a fancy title, but little actual responsibility and they eventually "fade away" into retirement.

It's an inertia that is VERY hard to kill.. One only has to recall the state of the Army's leadership prior to WWII..

Most of the primary generals, with notable exception of G.C. Marshall, were all Colonels in 1939 and 1940.. Bradley, Eisenhower....

It required a massive "house-cleaning" operation before the Pentagon was finally full of people who were generals and not politicians in uniform.
