If credibility fails completely, it needs to be restored. If the party leaders don't restore it, the rest will. They will revolt, and dump him.

I give that scenario a 30% likelihood.

A 60% chance Bush will change, and try to support some type of investigation. Won't work

The remaining 10% chance ? That things will resolve themselves, terrorism goes away, the economy improves, as the admin hopes...
