Adam, RE: The flaw with this argument is that many investors feel that taking on high-risk/high-reward projects is the RIGHT thing to do, and should NOT be discouraged by the government.

I agree completely.

So why then should stock options be given preferential tax treatment over other forms of compensation? If high risk/high reward projects are the right thing to do, a tax neutral strategy would do nothing to discourage it.
