IMHO, when they say "doubling" or "2x capacity", it's the same as saying 1x speed is 153 kbps.

I understand that viewpoint.

One possible explanation .. just "thinking out loud". The approximate "doubling" of voice capacity may be the theoretical limit if all the r-f interference were from CDMA sources. A "noise floor", however, implies interference from other sources. If the noise floor is high enough, the average CDMA carrier strength would be increased, in turn decreasing the capacity.
