If Haaretz is to be believed when it says that Arafat is really trying to stop attacks, how come the Israelis soldiers can arrest top Hamas guys by just entering Jenin or other cities and going to their homes ?
After all, if the Israelis can do it on any night, why can't Arafat's guys do it in a month time ?

A pattern ?

During the last month, since Jeningrad, if the Is were stopping a future kamikaze, as mentioned in the Haaretz flash news, there were no suicide attacks.
The bombing came only in days when there were no arrest or other events that stopped the kamikaze, and there were no
two suicides attacks on the same day.

So it looks like the suicides missions are split between the terrorists groups, each group has its day, and if his guy/girl gets caught, the day is suicide attack free.
And that goes against the theory of the atomisation of small terrorists cells, not interconnected, and points toward some form of a central command.
