There should definitely be ONE day of voting only, with fewer locations, manned with more and better-trained monitors, so as to prevent the precinct frauds that we saw over and over in 2000.

I also believe it's critical to hold the federal elections separately. The states and localities could then have full control of their own selection processes, and adopt or reject requirements as they see fit-without contributing to fraud in the selection of Congressmen and Presidents. This would also allow for the reduced number of voting locations for the federal elections. If a black precinct boss in St Louis or Philadelphia, with a stack of blank ballots and the keys to the poll doors, can neutralize the votes of hundreds of citizens in Los Angeles, Portland and Phoenix, that situation is completely unacceptable by any standard.
