What about Franco? Many consider him to be a fascist. Stalin wanted to invade Spain; Truman and Churchill resisted. At the second meeting of the UN General Assembly in December 1946 Spain was censured and denied access to the UN. Yet Franco remained in power until his death in November 1975.

Franco objected democracy, the human rights situation was deplorable, but the international community didn't interfere and just waited for his death. Saddam has just turned 65.
