I don't think that that would be necessary for effective control. He would only need the ability to kill them if it was necessary to defend the safety and autonomy of his craft and crew...

ROFL!!!! I have this image of a long line trying to get in to the airplane, waiting for the captain to interview (and inspect) every passenger. Might as well walk (if not crossing an ocean).
