Who wants to be a detective? Can you name this stock?

Here is what I know about this
stock:
1. It is a penny stock.
2. It was at .38 US in Sept.
3. It has risen to .55 US, maybe more by now.
4. It has only 2 active wells pumping about 2,000 barrels daily.
5. It is about to drill 78 new wells expected to add another 118,000 barrels
daily. These wells have already been tested. The new drilling is production.
6. Estimated reserves are worth 8.2 billion dollars.
7. The field is in a remote non Arab corner of the world. (I am guessing the
Canadian territories or perhaps Russia or New Guinea)
8. Two huge companies have pledged $800 million in financing to bring this
oil to market. One of them owns the oil pipeline network in the country
where the oil is located. The other is the largest bank in the country.
9. Proven reserves are 307 million barrels.
10. The company is recommended by a newsletter run by Bob Czeschin.
