That is right. And "Nuclear Winter" turned out to be a fraud. And why should we pay to clean it up? If India and Pakistan want to have a war, let them pay for it, and anybody else who wants to volunteer. Maybe some of the Missionaries who are devoting their life to bathing lepers in Bangladesh will want to take some time off to pick over the radioactive remains.

The US assessment said a limited nuclear exchange would have cataclysmic results, overwhelming hospitals across Asia and the Middle East, and requiring vast foreign assistance, particularly from America, which would be forced to go in and clean up the radioactive mess.
I wonder if that 'assessment' is available to the public.
