What I mean is, can one reorder the icons that get added to the taskbar every time a new window is launched.. Every time I start another program, or a program launches a new window, another icon gets added for controlling window size and position (minimize, maximize, etc). Those icons are in the order that the windows were opened. At times I would prefer them to be in a different order, but have never found a way to change it.

I know how to move the taskbar around. I keep mine on the left, about an inch wide with all of the options selected in "Properties" (accessed by a right click on the taskbar). That gives me a full screen to arrange my windows, and a pop-up vertical list of the windows whenever I move the cursor full left.
