there is no incentive for any congressman/woman to be fiscally conservative.

Since each congressman/woman represents their home district, or state, perhaps each state should pick up the "tab" on their Salaries, benefits, etc. for their representatives.

OK, maybe I should have said more fiscally responsible. The budget surplus that Clinton (and Rubin) created disappeared in a wink. Remember Greenspan saying our biggest challenge might be too much of a surplus? That problem is solved.
