Well, that's the spin, anyway.
The truth is a bit different when looked at in hard dollars wasted on "conservative" votes, vs "liberal" votes. It also turns on what is "silly", such as the military's $14 billion weapons system.

The adversarial system sometimes helps sharpen these issues, as long as real dollars and real accounting is used.

But budgetwise, the real adversaries are politicians of both major parties, working together against the American taxpayer, much more than the differences between. "Pork" is bi-partisan. The $2 trillion in missing Pentagon expenditures was accumulated by politicos of all stripes, and is the most egregious, so far, of taxpayer theft.
