Senator Robert Byrd (D. WVa) used the figure $2.3 Trillion in questioning War Rackets Secretary Rumsfeld how he could justify the $40 Billion extra reaming the Department of War was trying to "give" the taxpayer this year in hearings in the Senate Appropriations Committee in early April. You can find it in the Congressional Record.
