willcousa, What do they care? They are "civil" servants. They can't be fired, and refuse to listen to any sort of complaint about their negligence.

If they really want to find a "short fall" they should look into the Medicare system, aid to unwed mothers, and a raft of programs that allow people to live rather well without hitting a lick at a snake.

A lot of those employees couldn't understand the record keeping even if they did take it seriously.
