I have always assumed the second drop was because (a) they didn't surrender after the first, and (b) it proved we had more than one and could keep it up until nothing was left of Japan - which was the point of the whole exercise.

But how many did we have past those two? And how long would it take to produce more? Solon seems to think we could have just blockaded Japan into surrender. Yeah, right. Keep our fleet of Japan as a nice target for kamikazes.
