I'm not sure that netting is enough. I think you need some kind of warning horn--one that bleeps like when trucks back up. Those are really good. There was one doing some road work for months and months that was loud enough to wake me up in the morning from half a block away even with my windows closed. Surely they make them with a device that can be focused on your neighbor's house and cause minimal disruption to you and your other neighbors.. I realize that you're reluctant to spend any more money than necessary, but I think that you would get great value from a horn.

I once had a neighbor with a yippy dog who was kept in the patio beneath my bedroom window. I used to keep a water gun at the ready. I don't think it ever shut up the dog, but it made me feel better.
