You have a very strange idea of how organizations work, and how much clout a liaison has. The idea that Mueller could have controlled the leakage of information about the Bushes, or hidden it from the Independent Counsel, is ludicrous. You just assume that all alleged conspiracies are true, then invent other conspiracies to address why none of this has come to light........
