Robert -

The "Last Known Good Configuration" option on boot is fine if you make some kind of change and then your system won't boot. Unfortunately, all too often one doesn't find out immediately that something is wrong. Your computer can boot fine after making a change, adding hardware, updating a driver, or whatever, and then you discover a week later that you have a problem.

Once you have booted into Windows successfully, the "Last Known Good Configuration" includes the most recent changes.
