"Who gets it?" Answer: it's public. Everyone gets public analysis of information produced by public funding. "but I don't believe that it's pervasive or condoned " I don't either. But it only takes the few to have extreme effects. "you've probably noticed that's not the direction we're heading." Technology is inevitably making it more difficult to successfully rewrite history, and increasingly producing a persistent digital audit trail of "breadcrumbs", that motivated private individuals can use to help keep the system honest. We're not there yet, but eventually there will be significan public accountability for actions and budgets, imo.
