Of course they got smaller, after the Republicans took over the Congress. No general observation can be made about Bush, however, since he inherited an economy about to implode, as the hi- tech and credit bubbles burst, and he had to deal with an immediate threat to US security. It is like blaming FDR for deficit spending.......
