Well, some are investigating a model called "asset based" networking, where the customer arranges for financing and ultimately gets to own their own circuit. I had a radio license once, but it proved to be a liability when I found myself installing TVI filters on my neighbors' TVs. Waveguides are property, but who needs them unless they can house fiber to the home? Now, packets. They may be payload, just as you say, but nowadays it's a question as to who owns the bit load within.
