it's the misguided heavy hand of state educational bureaucracies. Who do you think staffs these bureaucracies? People with PHD's in Education, that's who. From State Colleges, I admit. I would agree that degree is one of the worst given out today in Academia, but they are led around by the nose by People with good Liberal Arts PHD's from the Majors, including the Ivy League, that encourage this type of behavior. They are not bright enough to think it up on their own, and they would not dare try it unless they thought it would have approval from their peers at the majors. Oh, well. We both know that this is one subject we had better stay off.
