It does seem that way, I listened to the FBI director today on motor mouth mathews show. It seems to me that all the hubub is based upon the inability of so many to not comprehend the flow of time and information in time. There is a constant din of information and all pleading their case for attention. As you say the design of an organization is to act as filters that narrow the range of items which surface to the top. In the 911 information those who had information could not make a sufficient case for timely action. So Crap happens. I believe Mueller is a good man and knows and will figure out how to reduce the possibilities of future attacks.
