Yes, Anti-Semitism was common in many circles in the US and England, even among the educated. Hitler and Goebbels were certainly tolerated, if not liked by many among the educated class. When H.L. Mencken toured Germany by train in 1938, his remarks were mostly positive on the state of affairs, and he did not report at all on the fear and nervousness that was evident among German Jews.
