A RAND study in '80s asked "what is the best way to create a dictatorship and monitor the movements and actions of citizens in the modern world". They looked at Russia, and other industrialized countries.

The answer: track credit card transactions.

By following the money, you can tell who, what, where, and when of anybody. Feeding that into sophisticated analysis you can get a pretty good idea of a lot of other more subtle characteristics for political, social, financial and legal control.

I have assumed for 20 years that this is already being done. I think this just legalizes it for the purpose of so-called "law enforcement". The only problem is, now if they kick in your door and accidently shoot you in your bed, they'll have a ton of documents they can piece together to find a reason.

Anyone objects? Too bad, you also have a record that can be interpreted as a reason for disqualifying or jailing you.

Good thing a few million of us are prepared (wink wink)
