The method is to give the illusion of progress, while actually sitting on your thumbs.

A good recent example is the Bush Administration's quiet way of getting the news out on global warming. (See my post from last night on this matter.)

The progress part is that Bush is admitting that Rockie Mountain meadows and coastal marshes are in trouble. The stonewalling part is that he's not going to do a damn thing about it.

Stonewalling, a la Ari Fleisher. You did see that wonderful piece on that piece-of-work from the New Republic, right? If not I can find the URL for you. He's such a sleaze bucket.
