You're confused.
Here's another way to look at it, to give you a better idea.
Assume I'm the US and you're Russia.

I've got a gun to your head.
I tell you I'll remove the clip, but will still have it ready in my hand in case we don't agree.

Wouldn't you prefer that I just get rid of the clip altogether?
