Bout time they thought of that.

The EPA is working on phasing out petroleum based paints and primers. I don't think they should get rid of oil primer, it wouldn't be good for your house to use water based primer. But the chemical engineers are getting good at creating good water based paint. Water based acrylic paint is actually better for your house than oil base, as it has flex to it that that will tolerate expansion and contraction. Oil paint cracks over time.
