That is certainly true.

Foreign aid has several purposes. It gives the US leverage on other countries. It gives US banks safe foreign customers. It gives US manufacturers foreign markets (although US taxpayers are really paying the bill.)

And it may accidentally help people in foreign countries.

It does all of that at the cost of an increased tax burden on US citizens.
