If there had been a little more than a few toy-trains, the state would have developed at least to the extent that the states closer to New Delhi have been (which is not a whole lot, considering that Uttar Pradesh is right next to New Delhi, but Kashmiris have always been expendable, it is only the land that India is enamored about).

A plebiscite is possible even now. It may not be exactly the same as the one that could have been held in the 50's, but it is India's fault that they weren't held back then.
