Without all details, and assuming that both occurred, they are equally wrong. After all, we cannot allow someone to evade a lawsuit by refusing to answer sensitive questions, as long as they are admissible otherwise, any more than one can allow someone to lie to cover up malfeasance. Not recalling the details of the case, I am unwilling to say that Dubya committed perjury, whereas I know that Bill did. I do not know enough about the situation to feel competent to draw any inferences, even assuming the facts you allege are correct.
