My inside sources suggest ... My sources suggest that a "Star Wars" defense system will get a lot of funding. The system's "Nuclear Winter" inducing capabilities could counteract global warming. ;-)

My inside sources, which are close to your sources but more knowledgeable, say that both devices are involved: The very large umbrella will be black. Black absorbs heat. The umbrella your sources describe will be so large and so black that the amount of heat it absorbs will be just huge. This is where the gigantic oil-powered refrigerator Laz has mentioned comes in: after the umbrella gets insanely hot, it will be put into the refrigerator to cool down before re-use. The refrigerator will be cleaned very couple of months by Christie Todd Whitman.
