Sure they can be unsealed. They are now in the possession of the National Archives, which sent a letter of intent to open them for archiving. That's when the Bush & Co. went into high alert, and had Junior's chief counsel try to block it. He succeeded, and now there's byplay that will last for some undetermined amount of time. It will take an act of Congress I think, which should be done as part of the upcoming investigation. My concern is tampering in the meantime, since the spooks have the run of the Beltway, so it should be done asap.
