Could be due to 401K investing.
Perhaps while people are not investing much on their own as of late
They still contribute to their 401Ks and focusing mainly on large caps.

The big guys always make their money from covering the opposite side of the public extremes. They sold into the upside excess and they will buy into the downside excess. But as I said earlier, they are getting long against their will. When the public sells you have to ask, "to whom".
