The clean water act was enormously successful.Not only did it provide clean water but generally improved the economies of many sectors of the country.
In the 60's, i beleive, Pittsburgh cleaned itself up.
The number of smog warnings in L.A. has decreased dramatically over the past decade.
On the other hand Calcutta is a mess as are many other cities. Good environmental practices seem to favor economic development.
I'm sure there are people who would like to return to burning cow chips.
