Good question and in all candor a difficult one. But for starters, I would stop the sham of allowing companies to merely open a "store-front" office in some distant island and call that home. If a company wishes to move from the USA....fine! But they will have to move the "true" corporate offices and all support staff and "truly" run the company from this island...And let's see just how many would do this...
2)I would do away with stock options for select corporate officials. This sham of issuing options is a joke. They issue them at one price, and when they move out of the money, they just readjust the strike prices. Pay them salary like all other employees.
3)A modified sale tax "could" be the solution...something has to be done when the likes of Enron can avoid paying federal taxes when they "were" one of the largest corporations in America.

Mike, the bottomline is that we have to do something to restore trust in this country. Some might think that I'm enamored with the Democratic Party and Bill Clinton...WRONG! Some like to accuse me of being Communist...WRONG! I served in the military to protect this country and the FREEDOMS that ALL should be allowed. Do I care about people...darn tooting! My favorite charity is Habitant for.....OOPS! Got to go...the real boss calls. Starbucks time is calling. More later.
