Don't worry, there's enough blame to go around.
Any such fears of a "blame game" shouldn't hold up a thorough investigation.

At $1/3 trillion, $2.3 is 7 years' worth of budget, if 33% is lost per year, that's 21 years' worth. But whatever the number is it goes back decades.
