Of course.
They don't say how they got that score, they only report it.
All private property, and get the government out, questions were answered.
The libertarian bent means emphasis on rule of law governing property and finance. That's hardly clueless.

"Economic freedom" can be defined multiple ways, I suppose, and perverted by certain tax laws, unfair competition through monopolies, government secrecy, or special lobbyist-influenced legislation.

The value of the questionnaire is in the individual questions, which can be answered in more ways than the choices listed.

It would no doubt be more enlightening to go over certain questions individually.
