the BIOS routines themselves were the handlers. DOS 1.0 was dirt simple, the source for DOS 1.0 really was nothing but a front-end for the ROM-BIOS.

But what about the DOS interrupts (20h-3Fh) which are OS specific and not ROM based, in particularly the ever so popular INT 21H?
