As I said,

Bush dismisses the report by his own executive branch, whose leadership he appoints, as "the report by the bureaucracy."

The report was sent to the UN with White House approval, after five months of scrutiny and tweaking by the White House.


I think it's odd to the point of comedy (of the tragi-kind) that the guy calls that report the one "by the bureaucracy"
like he had nothing to do with it.

Of course if he's really dumb, he probably didn't understand what he was reading, and doesn't really understand that the report came from his own appointees, and from the White House itself. It might just look kind of complicated to him, this paper, and seem as though some vague bureaucracy was making him read it.

That may just be the way he experiences things.
