China is the virgin on prom night.

Like a "nice girl" China has always carefully controlled access to her markets. She entertains many suitors; their fortunes have waxed and waned as she favors one today and spurns him tomorrow. This game is fun and enticing for all, but can only last so long before her reputation as a "tease" tempers the desire of her suitors. China is a smart girl and she knows this all too well.

China's major carrot has been based on who she "blesses" to do business with, but as hard as she tries, China can't stay a virgin forever. As she opens the doors to the businesses she needs to grow, she will slowly become assimilated into the world economy. She will be subject to the same forces and play by the same rules as the rest of the world.

re. the PLA: It is true that China has a butch side - big army, WoMDs, that kind of stuff - but not the full package necessary to be the biggest of the big dawgs. China will pretty much dance to the world tune as she grows into a world citizen.

"As PLA becomes more technologically sophisticated"

US Technology is no joke. It would take a lot for anyone to compete, let alone China.

Regarding a lot of commercial high tech. you really can't just copy it. The way the deals are constructed, copying is just plain dumb and you'll never get squat unless you sign.
The field moves so fast that even if you could steal the plans to today's latest and greatest whatever (not that you could necessarily understand or build off the plans), you're toast because tomorrow is the new new thing.

Right now, the US owns this game in a big way. We are the big dawg, we have staked out the juiciest grubs, we have the biggest head start. Semiconductors, telecom, software, etc. These are the highest margin places and we have almost total domination over everyone.

Of course, this can't last forever, but the changes in tech dominance will take time. As new technologies grow more relevant (optics, bio, nano), it should be clear who the new big players are. But if we don't blow it, they will probably be in the US.
