You know they didn't? How so? Did these crooks put ads on the state-owned national TV advertising their crimes?
I'd say what the IMF and banks had was loan documents stating the money would be used to build dams, railroads, etc. And in most cases, dams, railroads, etc. were built.

We decided that these countries needed dictators (it was called "the Kirkpatrick Doctrine" at the time).
So the US had a doctrine that stated that other nations should have dictatorial gov'ts? You got the text of that doctrine? I'd like to see it.

I think that we bear some degree of responsibility for the consequences of those decisions. It seems that you don't.
Did we make them sign the loan documents at gunpoint? Threaten to invade? Threaten nukes?

Let's see. I go get a credit card with a $20,000 limit. I get that 20K as a cash advance. I decide the best use of the money would be testing my luck in Las Vegas. Of course, I lose the money.
