The can burn the announcements of economic progress in trash cans to keep warm, and roast rats for lunch. Boiled rat is a great delicacy. Some prefer rat on a barbie or smoked rat.
Rat's tails make great belt loops or whips to herd rats. A full length rat coat would afford some prestige. (My mother had one, Ok, it was Musk Rat, but a rat is a rat.)

Depressions are actually nothing to fear. They are usually times of good creativity, and much development of industry. Once people stop shuffling paper, they realize that they have to actually do something to get by, and production increases. The 1930's was a period of rapid growth and development of knowledge and wealth. It helped that labour was cheap. A little bit too cheap, but so was living.
