I think specific incidents of no importance of their own often become important if there's a strong suspicion out there that they are somehow emblematic-- part of a pattern, or an example of a weakness, that is significant. If Clinton had misspelled potato, he would have laughed and nobody would have taken it as proof of his being dumb or illiterate because that isn't seen as a problem of his. The bumbling answer Dukakis made about the death penalty was only one answer to one question, but it confirmed fears the voters had about him (not strong enough in Dukakis's case; not smart enough in Reagan's), I think, and that was it for him. The same with the silly ride around in the tank: it was simply a PR faux pas and had nothing to do with his politics or leadership ability, but it was run a thousand times.
