No, not toilet seats falling on the tracks! Much worse!

And of course, that alone cannot say that India is in a state of decay. It is just another dot out there. Just one of the many things that point India to be in a state of decay.

Whatever your definition of "modernizing" is, seems to be different from the commonly accepted one. Indian railway coaches are still manufactured the same way that the Britishers taught Indians to manufacture, 50+ years ago. There has been a little tinkering here and there, but that's about it. Certainly doesn't lead you to believe that India has the world's third largest pool of scientists and engineers (many of whom are probably tellers and clerks in their banks and government offices!).
