Les, using that argument you could make a case for someone attacking the US because we're developing a missile defense shield (although that shield seems to work best in simulations before appropriations people).

Either way, when you can get the instructions on how to build a nuclear bomb off the internet, it's not a stretch to believe there will be probably 40 nations that will be nuclear capable in the next 20-years. We can't destroy them all.
