I wouldn't exactly trust Thomas Sowell to accurately interpret the science here. My general impression of the science is that there are first-principles theoretical reasons to anticipate global warming, and theory is confirmed for the most part, both by modeling and observations. It's sort of like evolution, the science isn't perfect and there's a lot of unknowns and holes in the historical record, so people who don't want to believe in it have plenty of places to pick nits. The way science really works, though, is that the nitpickers have to come up with a theory that explains things better if they really want to be taken seriously. In the scientific arena anyway, as opposed to the political or religious arena. I've seen no indications that the global warming "debunkers" are any better at alternative theories than "creation scientists" are in the biological area.

The idea of "stampeding" W's administration into doing something about global warming is amusing, though. I think even Al Gore would have had much trouble getting anything meaningful through Congress. Gore might possibly have have gotten the Kyoto treaty passed, though even that is doubtful, but actually implementing energy policy that would meet the goals would have been really, really improbable. As long as we got government by paid lobbyists in Washington, the Friends of Cheney are pretty sure to get their way on this one. And getting rid of government by paid lobbyists is about the most improbable thing I can imagine.
